This bill was sponsored soley by Sablan. I'm not sure why this wasn't at least co-sponsored by Bordello from Guam? It is theoretically possible to fast track a bill into Congress, especially on non controversial laws, but this legislation seems to be somewhat controversial. No law from that was referred to the Natural Resources subcommittee has been enacted into law in less than 90 days, and we are looking at 61 days until November 28th. Additionally, if the bill does progress through the House and Senate, we are looking at a LATE November signing, which is sure to cause uncertainty to both employers and workers.
