Im confused, is this job posting legal for a foreign worker? The posting has a requirement of 2 years clinical experience. All nursing programs will have 2 years of clinical experience, so basically the job is calling for a nurse with no experience.

Tony Glad is the same guy that had the Island Medical Center closed down a couple of years ago and made some remarks that were addressed by the Philippine General Counsel.
“I am writing to express concern over your remarks during an interview with KSPN on 14 March 2008, during which you were heard to say, in connection with the recent departure of the Filipino accountant of Island Medical Center, that 'It is typical of the Filipinos...when they have problems...they [dis]appear and leave for some reasons,'" Maximo said in his March 19, letter to Glad.
I thought that the purpose of PL 16-208 was to be able to hire nurse graduates from NMC without experience, but it seems that all the posting require at least two years for both foreign and local applicants. This posting reports that they are not covered by the FLSA however according to the FLSA fact sheet ALL nursed whether registered or lpn's are covered under the FLSA unless they are RN's in an administrative role and are paid not less than $455 per week.

I am curious what type of medical degree Mrs. San Nicholas is looking for. I keep reading in the newspaper about a nursing shortage. There may be a nursing shortage in the maninland, but in Saipan, there cannot possibly be a nursing shortage. It does get a little better when you have a U.S. nursing license.

Just makes me wonder if the BSN of nursing with a 1-2 years experience is getting $7 an hour and what type of experience is needed for the $12.
As an aside, In 2003 the US Department of Labor statistics reports that there are more than 2.2 million registered nurses working in nursing.
The annual mean registered nurse salary is $51230. This is calculated based on a full time registered nurse working 40 hours a week for a total of 2080 hours per year. This is a mean hourly registered nurse salary of $24.63 per hour.
There was a recent listing on the Guam Department of Labor Website, less than 100 miles away with a posting that had a salary range of 41,000 to 62,000 a year depending on experience. Employers are going to be in for a shock when they have to use United States Labor rates when applying for any R.N. Nurse Visa. The minimum salary will be over 40k a year.
